2 cup sifted all-purpose flour
1 tsp salt
2/3 cup milk
3 tsp baking powder
1/3 cup oil
Heat oven to 475 degree. Sift together dry ingredients. Pour oil and milk into a measuring cup (but don’t stir). The pour all at once into flour.
Stir with fork until mixture cleans sides of bowl and rounds up into a ball. Smooth by kneading dough about 10 times without additional flour. With the dough in waxed paper, press out 1/4 inch thick with hands, or roll out between waxed paper. Cut with un-floured cookie cutter. Place on ungreased baking sheet. Bake 10-12 minutes.
You can make biscuits with self-rising flour and eliminate the baking powder and salt.
